CIRCULAR

Downing Street,

16th August, 1861.

Sir,

As inconvenience has been experienced from the arrival of Military Convicts in the place in which they are to undergo their sentence without suitable formal documents, to establish their identity and prove that they may be legally kept in custody, I have the honor to request that on all future occasions which arise within the Colony under your government, you will be careful to cause the Judge's Order for the Custody and Punishment of any Military Convicts sentenced by Court Martial to be sent with the Prisoner himself, sending also a duplicate of the Order by the first opportunity.

You will, doubtless, have on record in your government the former Circular Instruction of the 16th November, 1854, which enclosed a copy of the form that it would be desirable to use in making out the Judge's Order.
